In 2000, Jaskirat Singh Rangi leaves his hometown of Pathankot to join military training. While he is away, a powerful politician named Sukhwinder Singh attacks his family over a land dispute. Jaskirat's father is killed, his elder sister is raped and murdered, and his younger sister Jasleen is kidnapped.
When Jaskirat returns, he gets weapons from gangster Atif Ahmed and, with the help of his close friend Gurbaaz, kills Sukhwinder and his gang. He rescues Jasleen but is arrested soon after and sentenced to death. Before going to prison, he asks Gurbaaz to protect Jasleen.
In 2002, intelligence officers secretly remove Jaskirat from prison. Two years later, they recruit him for a dangerous undercover mission. He is given a new identity, Hamza Ali Mazari, and sent to Pakistan to enter terrorist networks. He cuts all ties with his old life and begins working under his handler, Mohammed Aalam.
By 2009, Hamza becomes a powerful figure in Karachi by creating a deadly gang war between Baloch and Pathan groups. As both sides destroy each other, Hamza gains the trust of crime boss Dawood Ibrahim, who gives him an important role in his illegal operations.
A group of Punjabi fighters later joins Dawood's network, including Gurbaaz, who does not recognize Hamza at first. During a party, Gurbaaz discovers Hamza's true identity and threatens to expose him. A fight breaks out, and Hamza is forced to kill his old friend. When Aalam arrives to hide the incident, Hamza kills him too to protect his cover.
As police officer Chaudhary Aslam gets close to exposing Hamza, Hamza arranges a suicide attack that kills him. Hamza's wife Yalina later learns his real identity but chooses to stay silent for the sake of their son, Zayan.
Hamza then begins destroying the terrorist network from within. He eliminates several major criminals and financiers, including fake currency maker Javed Khanani and hijacker Zahoor Mistry. At the same time, Atif Ahmed is assassinated in prison by unknown attackers.
Eventually, Aslam's deputy Omar uncovers Hamza's true identity and informs Major Iqbal, a senior terrorist leader. When Hamza delivers weapons to Iqbal's base, Iqbal exposes him as an Indian spy and stabs him. However, Hamza has already hidden bombs inside the weapon crates, causing a huge explosion. A fierce battle follows, ending with Hamza killing Iqbal in a massive blast.
Hamza is captured and tortured by Omar, but Indian intelligence forces Pakistan to release him by using secret evidence against a senior intelligence official. Before leaving, Hamza suggests framing another criminal as India's spy to protect his mision.
After escaping, Hamza is rescued by his father-in-law, Jameel Jamali. Jameel reveals that he has secretly worked for Indian intelligence for many years while living inside Dawood's organization. He also admits that he had been slowly poisoning Dawood as part of his mission.
With the operation finally over, Hamza leaves behind his undercover identity and becomes Jaskirat Singh Rangi once again. To keep his wife Yalina and their son safe, he decides to stay away from them and quietly returns to India. Although he is praised for successfully completing his mission, Jaskirat leaves before his official debriefing and silently visits his childhood home, looking at it from a distance with mixed emotions.
The mid-credits scene shows flashbacks of Jaskirat's secret training with India's intelligence agency, R&AW. In the post-credits scene, Shamshad sends Omar to a mental hospital after Omar threatens to expose the truth about Hamza's release.
